SOP on Repairs

SOP ON REPAIR AND MAINTENECE WITHIN THE SOCIETY

  1. This SOP has been formulated with a view to lay down the procedures to be followed in order to ensure that repairs are carried out expeditiously and at a reasonable cost.
  2. The SOP specifies the following:-

(a)          Reporting Procedure.

(b)          Procedure to ensure expeditious action.

(c)           Charges for Repairs.

(d)          Division of Responsibility between the Society and the Flat Owners.

Reporting Procedure.

  1. Complaint Registers. Separate complaint registers will be maintained for Plumber , Electrician and Lift complaints. The registers will be kept in the office by day and in the generator room, outside office hours. At a future date, once the system stabilizes, digital means of lodging complaints will be introduced
  2. Promptness in attending to complaints. The plumber and duty electrician will note down complaints at 10 AM and 2 PM and attend to them in the intervening period and definitely by close of working hours. At this time, a chit will be issued the Plumber / Electrician, which will be signed by the complainant on completion of the work. Any payment made towards labour, as per rules, or spares will be entered. Only after the chit is received back in the office, will the complaint be closed. Complaints will be attended on all days.
  3. Division of Liability Between Flat Owner and Society. The division of responsibility between the Society and Flat Owners will be as under:-

(a)          Plumber

(i)            All pipes carrying water and sewerage centrally will be the responsibility of                                              the Society. All pipes emanating therefrom, or joining into them will be the                                              responsibility  of the Flat Owner. Repairs within the Flat and replacement of                                              any fittings will be a paid service. This   will translate as under:-

(aa)        Repair of Pipe Line up to take off for individual water tank.

(ab)        Repair of fresh water pipe line up to the Flat. Any consequential                                                                damage to the walls will be the responsibility of the owner.

(ac)        Repair of sewage /storm water pipe line, only in so far as blockage is                                                             concerned. Any leakages within Flats will be the owner                                                                                 responsibility.

(ad)        Repair of damage to roof of building

(ii)           Responsibility of Owner.

(aa)        Repair of internal Pipe Lines (Water and Sewerage) within Flat.

(ab)        Repair of all Pipe Lines from central take off point on the roof to the                                                             Flat. However, where more than one pipe line are involved, the                                                                 Society may coordinate if the individual owners are unable to reach                                                             agreement.

(ac)        Repair of Chajja of Balconies.

(ad)        Labour charges for any repairs, including replacement of                                                                            fitments.

(ae)        Cost of spares for any service being provided.

(b)          Electricians.        Responsibility for supply up to the Meter will be of the Society. From                the Meter up to the Fuze Box, Society Electricians will provide free service, but spares will be                paid for by the owner. Within the Flats, repairs or replacement / installation of fixtures will                be a paid service.

(c)           Rate List for Paid Repairs.             A rate list for paid repairs will be approved and                laminated copy carried by the repairman. Any payments made will be endorsed in the                complaint slip on completion of work. The current Rate Lists for Plumber and Electricians are                appended at Appces A and B respectively.

(d)          Fast Moving Spares.         In order to ensure expeditious repair, the Plumbers will                carry fast moving spares, as per the list approved by the Management. The Owners may     use                these on payment, if they are not in apposition to provide the requisite spares.

(e)          Fine for Delayed Service.               Provision for imposition of fine for delay in service                has been introduced in to the contract of the Plumber and the terms and service of the                Electricians. However, this will be only applicable in case of delay on complaints reported                through the Complaint Register and not through those dealt with directly.

Supervision

  1. Primary responsibility for ensuring that the system functions effectively will be of the Supervisor, functioning under the OIC Maintenance. The Supervisor will also be responsible to ensure that the Society works for which bills are submitted, has actually been completed on ground, as claimed.

  1. Rates for Major Blockages, Seepage, Pipe Replacement and work inside walls will be mutually negotiated.
  2. In order to ensure speedy repairs, the Plumber will always have the following spares available with him, which the Resident may use on payment. Alternatively, they may procure /use tsheir own spares:-

(a)          Washers for all types of Bib Cocks / Stop Cocks.

(b)          Internal washers for Cistern.

(c)           Washers for PVC Pipes

(d)          Spindles for Bib Cock – all sizes.

(e)          Steel Bib Cock, Stop Cock and Regulator for Jet

  1. Rates for Emergency Repairs, viz between 8 PM and 8AM will be double the above rates.

RATE LIST FOR ELECTRICIANS

Repairs

  1. Opening of Switchboard including repairs /replacement of              -Rs 50/- per Switchboard                  existing type of Switches / Sockets.
  2. Replacement of MCB/TPN/RCCB -Rs 50/-
  3. Repair of existing Light Points – Rs 50/-
  4. Repair of internal wiring – To be mutually negotiated.

Replacements

  1. Replacement of Bulbs / Tube lights – Rs 20/- per item.

Installation

  1. Installation of new Light Point (Simple) – Rs 50/-
  2. Installation of Fancy Light Point – Rs 100/-
  3. Installation of Fan –  Rs 100/-
  4. Installation of Geyser – Rs 200/-

 

Note:-   Replacements and Installations will be undertaken by the Electricians in their own time. However, inordinate delay in the same may be reported to the OIC Maintenance.
